As Washington confronts the 'fiscal cliff' and seeks a deal to reduce the deficit, one key issue is the tax rate. Comparatively, US taxes are low, but politically, raising them is a nonstarter.

Or is the answer a bit of both?
Something has to give. Both President Obama and Republicans in Congress agree the country must take steps to reduce budget deficits, even as it?s also wise to soften the impact of the fiscal cliff ? the negative impact of tax hikes and spending cuts that are currently slated to go into effect on Jan. 1.
One lens on the debate is global ? checking how the US compares with other advanced economies. Such a check-up gives some useful context to the debate, even though the exercise isn?t meant to imply that the US should mimic other nations.
The upshot: Judged by global comparison, the US is taxed relatively lightly, so much so that the country could close its deficit over the next decade entirely via tax hikes, while still keep its tax revenue below European levels.
But America also appears to have a spending problem ? notably when it comes to health care ? over the longer term. And just because American taxes are on the low end of the scale doesn?t mean that raising taxes would be easy for the economy to bear.
Another big lesson from overseas: America isn?t alone when it comes to having chronic budget deficits. It has company from Japan and many European nations. The point here is that higher taxes alone do not guarantee balanced budgets. One still must spend appropriately.
The Organization for Economic Cooperation and Development (OECD) estimates that in 2010 American individuals and businesses paid taxes (federal, state, and local) that amounted to 24.8 percent of US gross domestic product. That compares with 33.8 percent of GDP for the OECD overall, encompassing more than 30 advanced economies.
That?s a big gap. Nine percentage points of GDP, to be precise.
And every other large advanced economy in the world ranks higher than the US in the percentage of GDP paid in taxes. On the OECD list, only Chile and Mexico have lower overall taxes as a share of GDP (about 20 percent and 19 percent, respectively).
Democrats can point to this as evidence that higher taxes should be part of the solution.
In fact, although this idea is politically unpalatable, Congress could close America?s budget deficits over the rest of this decade entirely through tax hikes ? and America would still have below-average taxes among OECD nations.
As an illustration, consider that Obama's most recent budget plan (which he proposed in February) envisions bringing deficits down to 3 percent of GDP at the end of the decade through relatively modest changes to current policy: some spending restraint and some tax hikes that amount to about 1 percent of GDP. So, operating from the Obama template, even if you eliminated the plan?s spending restraint, the tax hikes needed to eliminate deficits altogether wouldn?t be large enough to push US taxes up to 34 percent of GDP.
OK, we?ll get real now. Politically that scenario is a nonstarter. The presidential election was a contest between Mitt Romney, who wanted to keep taxes low for all Americans, and Obama, who pledged to keep taxes low for 98 percent of households ? while raising them modestly for the rich.

Colorado police said a recent online escort ad, featuring a photo of Kara Nichols, was not placed by the 19-year-old aspiring model who disappeared nearly seven weeks ago.
"Our investigators became aware of that posting and followed up on that lead. They were able to determine that someone else had used the photos of Kara for their own ads. Kara was not involved in posting the ads or with those folks. Someone simply grabbed those photos online and used them for their own purposes," El Paso County Sheriff's Office Lt. Jeff Kramer told The Huffington Post.
The picture was recently discovered by police on a Las Vegas-based escort website. Other sites ran stories suggesting Nichols could be working as a prostitute.
"Is missing teen Kara Nichols a prostitute in Las Vegas?" asked Gather. While Examiner reported: "Missing Colorado teen Kara Nichols has resurfaced in Las Vegas, apparently, as a prostitute."
Neither, however, turned out to be the case.
"It is not uncommon at all for these escort-type businesses to fish around the internet and find photos of other folks to use for their advertisements," Kramer said.
In regards to Nichols' disappearance, Kramer said police are still following up on leads. "We are continuing to identify a number of people who knew Kara or are friends with her," he said.
Nichols was last seen in Colorado Springs on Oct. 9, the same day as the last call from her cell phone at 11:45 p.m.
Police said Nichols was traveling to Denver for a modeling job with two unidentified women. It is unclear if she arrived and her current whereabouts are a mystery.
Police have interviewed one of the women traveling with Nichols, but have not released her name, an they are still looking for the second woman.

HIV/AIDS doesn?t get as many headlines as it did in the early ?80s, yet 33.4 million people around the world are living with it. ?With World AIDS Day on December 1 approaching, we asked Kathryn Dort, a nurse practitioner with the Ryan White Program, to answer some common questions about HIV/AIDS in Charlottesville, nationally and globally.

We follow the national trends. Human immunodeficiency virus (HIV) is an equal opportunity virus.? Newborn babies, women, seniors, teens and people of all races and nationalities can have HIV. The prevalence of the virus in different groups varies (as it does for other diseases), but it can affect anyone.
The greatest increase in new infections is in people ages 13-29. It?s hard to engage them and get them to seek appropriate medical care.
Ryan White was the Indiana teenager who had hemophilia and got HIV from a blood transfusion.? His struggle to be accepted in a public school with HIV/AIDS helped educate the public about HIV.
He died in 1990, the same year Congress passed the Ryan White Care Act.? This legislation covers primary health care and support services that help HIV-infected individuals ? especially low-income, uninsured and underinsured men, women and children ? have access to appropriate medical care and medications. It means you have a chronic illness that needs appropriate medical care and treatment, including medications called highly active antiretroviral therapy (HAART). With early and appropriate care, you can live a long and healthy life.
No. There are very effective medicines to treat HIV. When people are diagnosed with AIDS, that means HIV has affected their immune system to the point it can no longer fight off diseases that a healthy immune system would. This usually occurs because the person:
Unprotected sexual encounters with someone who has HIV and is not being treated. HIV is spread through blood, semen, vaginal fluid, breast milk or other fluids containing blood.
A better question is, why not get tested?
People with HIV often have no symptoms for years. Meanwhile, their immune system weakens, and they can transmit the infection to others. Studies show the earlier people infected with HIV get into appropriate care, the better the health outcome.
The testing experience includes education about risk factors. Even if this information is not helpful to you, share it with someone you love to help them stay uninfected.

In June 2012, the U.S. Food and Drug Administration (FDA) approved Truvada (emtricitabine/tenofovir) for uninfected individuals having sexual activity with HIV-infected partners. Although the drug can help prevent transmission, individuals should still follow these other tips and talk to their healthcare providers.
In August, the American Academy of Pediatrics (AAP) updated its policy on male circumcision. Research shows it has clear health benefits, including lower risks of acquiring HIV, genital herpes, human papilloma virus and syphilis. Circumcision also reduces the risk of:

So, you'd think that these companies (and the voters who work for them) would have the newly re-elected Obama administration's ear, right?
Maybe not.
In mid-September, dozens of tech companies, including Apple, Cisco, Microsoft, and Xerox, signed a letter asking Congress and the President to pass a bill called the?STEM Jobs Act of 2012.
STEM is an acronym for science, technology, engineering, and math.?The purpose of the bill is to increase the number of visas available by up to 55,000?for immigrants with advanced degrees in those fields.
Yesterday, President Obama put out a statement saying he will not support the bill.The reason: In exchange for making thousands of new visas available to STEM workers, the STEM Act abolishes another visa program, called the "Diversity Visa" program, which distributes 50,000 visas through a lottery to a pool of nearly 15 million applicants with high school degrees.
The Diversity Visa program drives some people completely bonkers.
Yale law school professor Peter Schuck, who describes himself as "militantly moderate," is one such person.
In a 2011 op-ed for the Los Angeles Times, he called for a swap similar to the one proposed in the STEM Act.
First Schuck mocks the program for its lottery process, which, in 2011, resulted in 50,000 people being told they got visas when in fact they had not.
Then he hits a bigger point, arguing that the Diversity Visa program "imposes a cost ? an opportunity cost."
"The fact that some of the 50,000 lottery winners will turn out to be desirable immigrants is an accident, not a policy."
"The solution is straightforward: Abolish the program and use those 50,000 visas (or more) to promote carefully defined national interests, particularly in more high-skilled immigrants who, many studies show, produce jobs, innovation and new businesses."
Indeed, there is plenty of evidence that highly-skilled immigrants contribute heavily to Silicon Valley.

In a statement, the administration says it "strongly supports legislation to attract and retain foreign students who graduate with advanced STEM degrees" but that it "does not support narrowly tailored proposals that do not meet the President's long-term objectives with respect to comprehensive immigration reform."

WASHINGTON ? The sons of a Cold War scientist who plunged to his death in 1953 several days after unwittingly taking LSD in a CIA mind-control experiment sued the government Wednesday. They claimed the CIA murdered their father, Frank Olson, by pushing him from a 13th-story window of a hotel ? not, as the CIA says, that he jumped to his death.
Sons Eric and Nils Olson of Frederick, Md., sought unspecified compensatory damages in the lawsuit filed in federal court, but their lawyer, Scott D. Gilbert, said they also want to see a broad range of documents related to Olson's death and other matters that they say the CIA has withheld from them since the death.
Olson was a bioweapons expert at Fort Detrick, the Army's biological weapons research center in Maryland. Their lawsuit claims the CIA killed Olson when he developed misgivings after witnessing extreme interrogations in which they allege the CIA committed murder using biological agents Olson had developed.
The CIA had a program in the 1950s and `60s called MK-ULTRA, which involved brainwashing and administering experimental drugs like LSD to unsuspecting individuals. The project was investigated by Congress in the 1970s.
Olson consumed a drink laced with LSD by CIA agents on Nov. 19, 1953, the suit says. Later that month, after being taken to New York City purportedly for a "psychiatric" consultation, Olson plunged to his death.
At the time ? when Eric and Nils Olson were 9 and 5 years old, respectively ? the CIA said he died in an accident and did not divulge to his family that Olsen had been given LSD.
But in 1975, a commission headed by Vice President Nelson Rockefeller released a report on CIA abuses that included a reference to an Army scientist who had jumped from a New York hotel days after being slipped LSD in 1953. Family members threatened to sue, but President Gerald Ford invited the family to the White House, assuring them they would be given all the government's information. CIA Director William Colby handed over documents and the family accepted a $750,000 settlement to avert a lawsuit.
In an email, CIA spokeswoman Jennifer Youngblood said that while the agency doesn't comment on matters before U.S. courts, "CIA activities related to MK-ULTRA have been thoroughly investigated over the years, and the agency cooperated with each of those investigations." She noted that tens of thousands of pages related to the program have been released to the public.
In a statement, Eric Olson said that the CIA has not given a complete picture of what happened to his father.
"The evidence shows that our father was killed in their custody," he said. "They have lied to us ever since, withholding documents and information, and changing their story when convenient."

LOS ANGELES (AP) ? George Hill's high-arching shot over Dwight Howard went in with 0.1 seconds left, and the Indiana Pacers withstood Kobe Bryant's 40-point performance and the Lakers' last-minute rally for a 79-77 victory over Los Angeles on Tuesday night.
Hill scored 19 points and hit that enormous clutch shot for the Pacers, who won their third straight road game over the Lakers after losing 11 consecutive regular-season games since Staples Center opened in 1999.
The Pacers' sturdy defense stifled the Lakers' up-tempo offense for most of the night, turning the game into an ugly grind before the thrilling finish.
Bryant hit a tying 3-pointer with 24.5 seconds left and produced the 114th 40-point game of his career despite playing with an apparent case of the flu for the Lakers, who dropped to 2-3 under new coach Mike D'Antoni.
David West scored 16 points and Paul George had 12 in the opener of Indiana's four-game road trip.
The Lakers flirted with the lowest-scoring game and worst shooting percentage in franchise history before scoring eight straight points in the waning minutes, tying it at 74 on Howard's dunk with 1:56 to play. After West made one free throw, Howard and Metta World Peace combined to miss four straight free throws, dropping Los Angeles' performance at the line to 23 for 43.
After Hill made a running shot, Bryant hit a 3-pointer in front of the Lakers' bench to tie it.
The Pacers wound down the clock for Hill, who beat Pau Gasol off the dribble and arched his shot over the leaping Howard, who blocked four shots and scored 17 points despite 3-of-12 shooting at the free throw line.
Before outscoring the rest of his team combined, Bryant missed the Lakers' morning shootaround when he fell ill. He spent the day in bed, drinking fluids and listening to Bob Marley, before giving another high-scoring performance, albeit with 10 turnovers and 12-for-28 shooting.
The Lakers returned from a three-game trip for a three-game homestand, their final multigame stretch at home before Christmas. After playing six games in a nine-day stretch earlier this month, the Lakers are clearly running near empty ? and they had little to give in the first half against Indiana.
The Pacers jumped to an early lead and hung on to it despite falling into a 1-for-23 shooting slump in the first half, playing more than 12 minutes with just one field goal. Cost of expansion (Kaiser)As governors ponder whether to expand their Medicaid programs to cover millions more low-income people under the federal health care law, a new study claims that states that hold out won't necessarily save that much money.
President Barack Obama's health care law asks states to expand their Medicaid programs?often the biggest line item in state budgets?to cover all residents whose incomes place them at or near the poverty line. (Most states' Medicaid programs currently cover only low-income children and their mothers.) In June, the Supreme Court ruled that the federal government couldn't financially punish states that opt out of the expansion, giving governors the opportunity to say no.
After the ruling, the governors of eight states, most of them in the South, have announced they will not participate, while governors in five more states have said they are leaning toward not joining.
But a new study by the Kaiser Family Foundation finds that on average, states won't save that much money by opting out. That's because the federal government is picking up most of the tab for the expansion, and also because states' Medicaid rolls will expand significantly even if they don't sign on since the law encourages more eligible adults and children to enroll.
If all 50 states states agree to the expansion, about 21 million new low-income, uninsured people are expected to enroll in the program at a total cost of $76 billion, the study says. If no states participate, an additional 5.7 million people will still join states' Medicaid rolls at a cost of $68 billion, because the law will encourage all eligible people to sign up. If all states participate, collectively they'll spend just $8 billion more than if they all opted out. (The study also estimates that $18 billion would be saved in uncompensated care under the expansion, but much of that savings would go to local governments, not states.)
The total cost of the Medicaid expansion will be $1 trillion over 10 years, with the federal government picking up 93 percent of that tab. After 2020, states will have to pay for 10 percent of the new Medicaid costs.
The costs varies widely state to state, which may explain?some governors' wariness of the program. A handful of states (Connecticut, Delaware, Iowa, Massachusetts, Maryland, Maine, New York and Vermont)?that have already expanded their Medicaid programs will actually save money under the new plan, because the federal government will offer higher matching funding. But the rest of the states will see their Medicaid costs go up by as much as 11 percent. On average, states' Medicaid spending will go up by 3 percent over 10 years if all states decide to participate.

According to the Russian 2010 census, some 650,000 citizens self-identified as Cossacks but only eight of the patrolman, originally heralded for their sword-fighting ability, have been selected to walk the streets of Moscow looking for beggars, drunks and illegally parked cars, according to the Associated Press.
But even as their modern role has shifted, the newly appointed Cossacks headed out to patrol in their traditional uniforms and fur hats. The AP says that along with actual crime fighting duties, the Kremlin hopes the return of the Cossacks will "promote conservative values and appeal to nationalists."
The political angle leads straight to the top of Russia's government. In 2005, Russian? President Vladimir Putin was inducted into the "Cossack Host," and bestowed the rank of Cossack colonel, a title once held by the country's imperial czars.
Gulichev said if his patrol passes this initial test they could eventually become armed and salaried auxiliary force. Currently, they are a volunteer force but do received free city bus passes.
An All-Russia Cossack Host with 400,000 members reporting directly to Putin will be launched by the end of the year.
And to those who point to their controversial past, which has included anti-Semitic, Catholic and Polish stances, Gulichey said the modern incarnation is no different than those famed Texas Rangers.
"They are just like Cossacks, and they work for the government, but they're welcomed with open arms," he said. "How come this should be allowed in America, but not in Russia, with our rich Cossack traditions?"
However, the first Cossack patrol did not yield substantial results. According to the AP, the patrol removed two elderly beggars, an unlicensed vendor selling socks and an old woman selling dried, wild mushrooms. The unlicensed vendor reportedly returned to his trading post shortly after the Cossacks departed.
