Unable to Upload Place Images

It seems I can not upload images to the Places section of an RP. The image is 100x100 and in jpg format. I have been able to upload images to Places in the past so I am unsure what I am doing wrong. Here is the image I tried to upload (I'm linking it from a pic resize site so it won't be viewable for long).

Actually I just noticed you can see the image when outside the thread but when you go in the thread the image square is blank and says 'none available'. Weird.
