1/4 c Vanilla sugar

Preheat oven to 350 F (175 C). Sift all-purpose flour, salt, potato

flour and vanilla sugar into a medium-size bowl. Cut in butter until

mixture forms coarse crumbs; mix in raisins. Mix together to form a

soft dough. Roll out dough on a floured surface to a rectangle

slightly smaller than an 11? x 7? baking pan. Place rolled-out dough

in pan; press to fit. Smooth top; prick well. Bake about 25 minutes

or until very lightly browned. Cool a few minutes. Using a sharp

knife, mark through surface of mixture with lines to use as a guide

for cutting. Let cool in pan. Cut mixture in 20 squares; remove from

pan. Place chocolate in a small bowl over a pan of gently simmering

water; stir until melted and smooth. Line a baking sheet with foil.

Dip bars in chocolate, coating evenly; lift out with a fork and tap

Shubnum Khan is one of the most visually reflective writers to come out of recent South African memory. She has an uncanny ability to transpose past events and place them in current?socially?inclusive contexts, something which is both a marvel and somewhat comes out of necessity to see herself reflected in the?literature?medium. We spoke to her about Indian writing, Creative processes and participating at Time of the writer.?

Tell us a little bit about what initially influenced you to become a writer and your early experiences with books?

When I was little my sister used to take me to the local library. She chose some of the best authors but I didn?t know it then. Every night she would read to me from Enid Blyton and Roald Dahl. I would sit enthralled as I heard about the saucepan man and the magic farawary tree and would be frustrated that I couldn?t read the rest of the story by myself when she went to sleep. 13 years later I found myself at the library again when I had given up on studying architecture, fine art and then visual art. I was at my wits end and took up a job volunteering at the library. Being around all those books reminded me of how much I enjoyed reading and then I took up a degree in English and Media and started a Masters in Creative Writing. The rest as they say, is history.

Tell us a little bit about your writing process, how do you go from an idea or a concept in your mind to an actual story?

I usually notice something inconsequential ? the way a woman crosses the street, the way one person berates another and the image matures in my mind until they become an idea and when I finally sit down at my computer I kick it around a little and it becomes a story. I don?t think too much planning goes into it and this could be a good thing or a bad thing. I?m still deciding.

Lets speak a little bit about Onion Tears and how did the concept and the idea of the book initially come about?

Onion Tears is a novel about the love and losses of 3 generations of Indian Muslim women living in South Africa. I never planned to write a novel like this; I thought I would have written something more funny with talking cats and invisible worlds. But, in retrospect, I realise my mother had 6 older sisters and I have 3 and it seems inevitable that I would write about the pain and joy of this community. Indian women are so dear and work so hard; they are stories waiting to burst onto a page with their cooking and heartaches and hard work.

You have always emphasised the idea of exploring identity, why do you think this issue is important in South Africa today?

I think it?s always important to explore issues of identity. It is so telling of histories and contexts and states of nations when we discuss issues of identity. It is a life long struggle of everyone. We always seen ourselves in relation to our parents and our children and society and religion and culture and in my case, being Indian and African. It?s almost overwhelming. To think about it and to explore it through literature is to take a step into understanding yourself. Of course in South Africa today, identity hold relevance as we make our way in understanding what it means to be a South African in this age where our leaders are letting us down, where apartheid still lingers and where globalisation is hitting us full force.

You have also spoken about the identity of Indian Women, what do you think of the image of Indian women in South African women? Is it directly reflective of how Indian women actually are?

As with most identities, it is never static and I would never say Onion Tears is representative of all Indian women in South Africa. This is exactly why each women in the novel is so different from the other.

You write both fiction and journalism, how do you manage to transition between the two mediums?

I often think that failed journalists go into fiction writing and failed fiction writers turn to comfort in journalism. In some ways they are the same ? you look for a story and you write it with a beginning, a middle and an end. Of course the way you do it is different. Journalism requires a certain technicality and feverous dedication that I did not think I was suited to. On the other hand fiction writing requires patience, reflectivity and even a level of messiness that I enjoy. I mainly write creatively now but if I do write feature pieces it?s mainly from a reflective point of view. In my few journalistic gigs I?ve done? I?ve seen the kind of life you have to lead and I?m still deciding if that?s for me.

What do you think is the role of literature in South Africa today?

Literature in South Africa today must attempt to grasp the younger generation?s attention without falling into old rhetoric and old complaints. The truth is this is a new South Africa. I think we need to find new ways to bring in history (for of course it must never be forgotten) and discuss the current problems we are facing. For too long we let the past hold us back. Literature at its essence is to encourage people to think and we have new problems to think about.

We see a lot of younger women in South Africa getting their writing published, what do you think this means for the future of local writing?

In all fields it seems that increasingly young people are achieving success. I take this as a positive sign that the fresh perspective of youth is finally being encouraged and appreciated. It?s why I enjoy teaching at a university. For the future of local writing I think it means we are going to get a lot of interesting and unique stories coming out of South Africa. The women?s perspective is one often fraught with emotion and pain and often ignored. It would be interesting to see what would happen if the literature powers in this country shift from old white men to young black women.

You teach at UKZN, tell us a little bit about some of the questions you have been asked by your students and what sort of practical advice do you give them?

I love teaching at a university because I am surrounded by fresh ideas and generally a good energy. Students generally always ask about how to make it in writing whether it be in journalism or creative writing. My advice has always been the same: work hard at it. I started sending stories to magazines when I was 16 and I cringe when I look at the quality of work I sent. But eventually I got better and O the Oprah magazine was the first magazine to actually accept my first publication. It?s about putting the work in and trying despite the rejection.

There are not many recognised ?Indian writers? in South Africa as one would hope, where do you see the future on ?Indian writers? in South Africa?

Increasingly I believe it is very difficult to label writers as ?Indian? or any other form of cultural classification. While my novel and previous novels by Indian authors like Ronnie Govender do focus on the Indian culture very closely, other new Indian authors do not.? Hamish Hoosen Pillay writes crime fiction, Azad Essa focuses on political discourse in South Africa. So I wonder if there is a future for the ?Indian? writer in South Africa when increasingly we see in this country how similar our narratives are becoming. Surely as our cultural pot melts further, we will have ?South African? writers.

You are going to be participating in Time of the writer tell us a little bit about what you are looking forward to in the festival and what it means for you as an author?

I?ve taken part and participated in a number of festivals outside of Durban and even out of South Africa so it is a pleasure to finally be speaking in my hometown. There are so many things I would like to share with the people around me first. I?ve always been proud that our little city by the sea hosts this event every year and I?m looking forward to finally being able to talk to my people on my own turf. Also, I can have the upper hand on the other writers by making inside jokes with the audience.

What are some of the projects and initiatives that you are currently working on?

I?m teaching at the moment and I draw political cartoons for a national newspaper and a satirical Muslim website. I?ve started writing for Thoughtleader and I still write feature articles when I can. I?m trying to work on a book of poetry and I have a vague idea in my head for a next novel. I?m waiting for the ideas to marinate a little and also for some time to work on it. I?m want to start a creative writing classes at my very local library when it all started but that will probably be later in the year.

Governor meets with small business owners | WPRI.com

HOPKINTON, R.I. (WPRI) - Governor Lincoln Chafee met with small business owners in Hopkinton today to address some of the problems they face.

The event at Hopkinton Town Hall was part of the Governor's "Year of the Cities and Towns" events.? RI Economic Development Corporation Executive Director Keith Stokes was also in attendance.

Business owners were able to bring their concerns to Chafee and Stokes, while the two men were able to talk to them about some of the resources the state makes available to grow businesses in Rhode Island.

"They wanted to hear about the different loan programs, some of the energy programs," Chafee told Eyewitness News.? "We can get the solar power, wind power...those are all available to businesses."

TUPELO, Miss. (AP) ? It was an ominous introduction for Republican Newt Gingrich, whose future as a presidential candidate rests in Mississippi and Alabama.

"I can tell you right now, he's tired. He needs your prayers," former state Sen. Lee Yancey told a half-full Jackson hotel ballroom before the former House speaker took the stage.

Gingrich's aides have said the candidate needs to win Alabama and Mississippi Tuesday to justify staying in the race. He scrapped weekend plans to campaign in Kansas ahead of the Saturday caucuses to stay in the South, his adopted home and the only place he's won in the 2012 campaign.

"I want your help next Tuesday so we can win the Republican nomination," Gingrich flatly told the group, his voice a little rough.

What few in the crowd of about 100 knew is that the night before, Gingrich took some time to enjoy himself. He shed his jacket and tie, sipped some wine and danced with his wife, Callista, in the bar, a carefree respite with staff that ran into the early hours of Thursday.

Gingrich was on time for his 9 a.m. appearance on his first day under Secret Service protection, adding dozens of new faces and a buzz of activity around his events. But the former college professor known for speeches resembling lectures drifted further afield from his usual contrast with President Barack Obama.

Gingrich seemed more focused on amusing his audience than pressing them for their votes.

He paused early in his remarks to comment on the thick accents of former Secretary of State Henry Kissinger and former California Gov. Arnold Schwarzenegger, which drew laughs.

He took his routine mocking of Obama's support for exploring the energy possibilities of algae and limits on drilling ? a regular laugh line for Gingrich ? further than usual.

And, explaining his interpretation of the Declaration of Independence's "pursuit of happiness" passage, he went for laughs again.

"There's no provision for happiness stamps for the under-happy," Gingrich quipped.

Jackson Republican Bill Wolfson stood in line for a handshake and a picture, planning to vote for Gingrich Tuesday.

But Wolfson doubted Gingrich would win the nomination. "I'm afraid he won't," the retired architect said. "We might get Romney, but he's not going to do the job Newt could."

Despite his liberated air, Gingrich was keeping up a rigorous schedule on Thursday and Friday, with events planned from the far northwest corner of Mississippi to Gulfport on the Gulf Coast before plowing back into Alabama on Saturday.

And later Thursday, in Tupelo, the confidence of earlier in the week, when he predicted another comeback, was creeping back.

"This race has been a roller coaster, up and down. I believe with your help next Tuesday when we win here and we win in Alabama we'll be back up again."

Rival Rick Santorum, who won Tennessee, was also campaigning in the South. The former Pennsylvania senator drew twice the crowd in Jackson that Gingrich did the night before, and Santorum was an hour late.

The day brought another call from a top Santorum supporter for Gingrich to quit the race to help conservatives consolidate behind one candidate ? Santorum.

Gary Bauer, a prominent social conservative who has endorsed Santorum, said Gingrich could best help the conservative cause by stepping aside.

"There is great admiration for Newt Gingrich's contributions to conservatism, as well as his debating abilities," Bauer said in a statement. "But the overwhelming sentiment was that he could most help the conservative cause by standing with Santorum so that voters have a clear choice in the remaining primaries."

Although Gingrich is airing television ads promoting his plan to push gas prices down to $2.50, his rivals are more heavily invested. A political action committee supporting Santorum announced Thursday it was spending $600,000 on television ads in Mississippi and Alabama.

Alabama polls show Gingrich trailing Santorum and Romney.

Romney planned to campaign in Mississippi Thursday evening.

If you?ve been thinking that flights are full and airports are crowded lately, brace yourself.

On Thursday, FAA released its annual forecast, projecting that airline passenger travel will nearly double over the next 20 years. According to FAA, U.S. airlines will carry 732 million passengers this year, 746 million next year and eventually 1.2 billion in 2032.

?This year, more people will be flying more miles, and we expect that to continue in future years,? said FAA Acting Administrator Michael Huerta in a statement. ?The American people deserve an aviation system that can keep pace with our increasing reliance on air travel.?

For FAA, the forecast is a talking point in support of the agency?s efforts to develop NextGen, a satellite-based air traffic control system now being developed to replace the nation?s aging, ground-based system. Using GPS technology, the system would presumably increase capacity and reduce gridlock by allowing planes to fly closer together and transit airports more efficiently.

Some aviation experts, however, question the validity of FAA?s numbers as well as the agency?s rationale.

?I think that the ?air traffic will double? statement is a good way for the FAA to say this is why we need NextGen,? said Tom Reich, director of air service development at AvPort, an airport management and consulting company. ?It?s grandstanding to get accomplished what they want to accomplish.?

Other observers, however, agree with FAA, citing micro-economic factors ? the backlog of airplane orders at Airbus and Boeing, for example ? and larger ones pegged to the global economy.

?Look at the aircraft orders at Boeing and Airbus,? said consultant Steve Cowell of SRC Aviation LLC. ?If you wanted to order an airplane from Boeing right now, you wouldn?t get it for seven years.?

At the same time, socio-economic factors point to a parallel increase in passenger demand, according to Mark Kiefer of Mark Kiefer Consulting: ?The propensity for air travel increases ? and increases markedly ? with increases in income. The short-term outlook may still be anemic but eventually we?ll return to more normal levels of growth.?

Handling that growth, whether it doubles or not, will be the real challenge, and while NextGen may counter congestion in the skies, it won?t have any impact on the crowds traversing the nation?s airports.

?The story on the ground is more mixed,? said Kiefer. ?There are certain airports that we already know are chronically congested and have real physical constraints. LaGuardia, for example, is already maxed out and is not going to get any bigger.?

On the other hand, many of the nation?s smaller airports are underutilized. ?Part of the solution will be to try to move some of the traffic to those airports which would allow more air travel without building more runways,? he said.

?The idea is to get more throughput with the same amount of concrete.?

Soldiers sized up: Army survey for uniforms, armor

The president may be talking about downsizing the military, but the size of the average soldier is growing.

At the Camp Shelby training base near Hattiesburg, Miss., measuring sticks and high-tech body scans are being used on 1,000 servicemen and women.

Early findings show soldiers are larger and heavier than when the last survey was taken in 1988, an increase in keeping with that found in the general population, said project leader Cynthia Blackwell. It will take about two years to analyze all the data.

Measurements of more than 12,000 service personnel at posts across the U.S. will be used to develop size standards for uniforms and other equipment and to help determine how much to stock in each size. Men and women are measured in separate groups. All wear running shorts and tank tops brought by the measurement contractor to ensure consistency.

Officials realized a new survey was needed after more large-sized uniforms than expected were needed for troops deploying to Iraq, Blackwell said.

"We were having to dip into war reserves to try to cover those sizes," she said. The Army also had to quickly buy more supplies to cover those deployments, according to the website for its Natick Research Development and Engineering Center, which is conducting the $9.4 million study.

The Army also created new sizes, said Steven Paquette, anthropology team leader in Natick, Mass.

The team from Anthrotech Inc. of Yellow Springs, Ohio, is in Mississippi ? its 12th stop ? through April 6. It will finish at Army National Guard headquarters in Arlington, Va.

The Department of Defense says there are about 1.1 million men and women on active Army duty, in the reserves and in the National Guard.

President Barack Obama has called for streamlining the U.S. military by trimming the budget and the number of people on active duty, but those remaining in uniform have to be properly fitted for their missions.

A pilot survey of 3,400 soldiers, reservists and national guard members in 2007 found the active-duty men were about as tall as their 1988 counterparts, but averaged two inches more around the chest, waist and hips.

Which isn't to say they're fatter ? it could be extra muscle on bulked-up soldiers, Blackwell said. "For us it's kind of a non-judgment thing. We don't care why it is. We just know that it is," she said.

Another pilot study found that National Guard troops tended to be the biggest and active duty soldiers the leanest, with reserves falling in between, Paquette said.

The Army has had a problem for some time with would-be recruits too fat to join up, but once they're in they have to stay in shape. The Defense Department spends $1.1 billion a year on medical care related to overweight and obese soldiers.

Staff Sgt. Jackquline Moore said she's looking forward to the practical results, "being as I'm a female and the uniforms made now are basically made for a male."

Actually, women's sizes in combat uniforms are being rolled out now, and the Army has been working for more than a year on new patterns for body armor, Paquette said.

"The goal of the military is usually to fit as many people in as few sizes as possible," Paquette said. "It's just a logistics and cost perspective. Some items, they've learned, you do need dedicated female sizes for."

The measuring team takes 94 measurements by hand ? details such as shoulder width and the distance a soldier's leg needs to push a Humvee gas pedal. Bodies, heads and right feet get 3-D scans.

Uniform and equipment sizes aren't the study's only objective, Blackwell said. It will also be used to create avatars for computerized simulations, and to figure out how much space is needed for things like vehicles' cockpits and seats.

She said the new findings also will be used to ensure that "small," ''medium" and "large" mean the same thing for different pieces of equipment.

"You could end up having a medium uniform and large body armor, because they're designed separately," she said.

While one soldier sat and pushed her foot against a metal plate as if it were a gas pedal, another stood between two banks of two large cameras each for a 3-D body scan.

None of the soldiers could see each other ? each measuring station is screened.

It's not the first time the Army has been measured, and nowhere near the biggest survey.

More than 1.2 million volunteers and 500,000 draftees were measured during the Civil War, and nearly 2 million draftees during World War II.

Benjamin Apthorp Gould needed four years and nearly 700 pages to summarize his findings about the 58 questions asked of Civil War volunteers, including some about eye color, hair color and baldness.

The Fukushima evacuation zone raises the issue of what would happen during an evacuation in heavily populated U.S. metropolises during a nuclear meltdown

On March 11, 2011, Japan suffered a massive earthquake and subsequent tsunami that destroyed roads, bridges, and buildings; killed nearly 16,000 people; and critically disabled three reactors at the Fukushima Daiichi nuclear power plant. By March 12, the U.S. Nuclear Regulatory Commission (NRC) was already considering urging Americans within 50 miles of the stricken nuclear reactors to evacuate, given an explosion in Unit 1 that destroyed the reactor building and exposed spent nuclear fuel and other radioactive materials to the air.

"If this happened in the U.S., we would go out to 50 miles," said Bill Borchardt, NRC executive director for operations on March 17, according to transcripts of the days following the catastrophe. "That would be our evacuation recommendation."

In fact, in the U.S., more than four million Americans live within 10 miles of the 63 sites of nuclear power plants with at least one operating reactor, according to data compiled by the NRC based on the 2000 census. That number swells when the radius extends outward to 50 miles to affect more than 180 million Americans, and includes major metropolitan areas such as New York City, Philadelphia, San Diego and even West Palm Beach, Fla.

In the wake of the meltdowns in Japan and subsequent evacuations, could all these people in the U.S. be evacuatedor take some form of protective actionin time in similar circumstances?

Planning for the worst
Nuclear power plants are surrounded by two "emergency planning zones" developed out of accident analyses conducted in the 1960s and 1970s: a roughly 10-mile radius around the plant that must anticipate being exposed to a radioactive plume and a roughly 50-mile radius around the plant that must prepare for possibly being exposed to radioactive particles that drop out of a plume. "Neither are zones that are fixed and that is the absolute boundary," explains the NRC's Patricia Milligan, the senior technology advisor for preparedness and response in the Office of Nuclear Security and Incident Response. "We don't expect that [nuclear power plant operators] would stop taking action because it's at 10.5 miles. The plans are built so that 10 miles provides a reasonable basis and, if you need to expand, you could."

That is exactly what happened in the case of Fukushima. Just hours after the tsunami on March 11 the Japanese government ordered an evacuation of those living within three kilometers of the stricken nuclear reactors and suggested those living within 10 kilometers stay indoors with the windows closed. As the situation progressively worsenedand radiation hot spots were discovered farther afieldthe Japanese government expanded the evacuation order.

The goal in the zones prescribed by U.S. regulations is to avoid any radiation doses that exceed the U.S. Environmental Protection Agency's "protective action guidelines" for exposure to a plume of radioactive material being released from a nuclear power plant. The U.S. rules note that evacuationor sometimes getting indoors"should normally be initiated at one rem," or 10 millisieverts. (A rem is a dosage unit of x-ray and gamma-ray radiation exposure.)Workers within a nuclear power plant can receive doses of up to 50 millisieverts per year. It takes immediate exposure to as much as two sieverts of radiation to cause sickness straightaway.
